Do Something Useful with Spectrum Auction Proceeds

More than $80 billion in the recent C-band auction, and likely billions more in the next mid-band auction. Rather than dumping these proceeds into the black hole of the Dept. of Treasury, they should be directed toward initiatives such as increasing availability and affordability of broadband.
